WEBM Converter Changes

Starting July 11th, Dataloop's WEBM converter will start running as a Project installed service, and not as a global service (as it is today). The new project-installed WEBM converter service will be configured to run on demand only, when creating workflow tasks (Annotations/QA) containing video items.
This planned change will have the following implications:
- There will be no immediate conversion to WEBM format of video files when uploaded to the platform, allowing users to take data-management (e.g. filtering) and video-processing (trimming, joining etc) actions first.
- Users will have the option to enable conversion to WEBM when creating a new task. The option is enabled by default.
- The WEBM service will be installed in the project automatically, upon creating the first task. Having a project-installed WEBM service will allow users to configure it with stronger machine instance (even with GPU) and set multiple instances (auto-scaler) to better deal with high volumes, and also detach projects from any queue to a global service
- API and compute costs of the project-level converter will be charged to the respective projects.
- Going into the video annotation-studio from the dataset browser before creating a task will set the user to work on the default format, as the file was uploaded.
As before, Dataloop recommends uploading video files already in WEBM format, however with these changes (starting July 11th), we hope to provide our users with better tools to control and manage WEBM conversion in the platform itself.
